1-When you reach level 50, you will get a prompt that you can upgrade your production skill regardless whether you had upgrade then or not. However, this is just a prompt, not a quest. So you can choose to ignore it. If it is correct, you need to have learn the basic production first.

2-If you choose to upgrade your production skills, go to any elder (I went to hometown elder). The elder will present you with 4 production upgrade quests, similar to level 1 quests. Choose which one you want to upgrade, and the elder will tell you mostly to look for some npcs in ADC:

Tailoring - Tailor Julia in South ADC
Jewelcrafting - Jeweler Zoe in South ADC
Blacksmithing - Blacksmith Xhaiden in North ADC
Pharmacy - Master of herb picker in Dream Searching Port.

3-When you look for that npc, you will complete the quest to look for the npc, and the npc will give you a new quest to complete 3 two-star items, as well as 10 level 3 medium resources, while for Pharmacy it's just a "go find the npc" quest.

Tailoring - The Curor Rerabrace, Photic Stream Leg Harness, Rancor Soul Robe, 10 Fine Timber
Jewelcrafting - Dragon Scale Necklace, BillowView Pendent, Anthelion Ring, 10 Whetstone powder
Blacksmithing - Serratooth DualSabers, VioletFalcon Bow, Evilbreaker Flagstaff, 10 Finesmelt Steel

(I think three-stars will not be counted, so if you manage to make a three-star instead, sell them for loads of gold. One-star items are not counted too)

4-Complete them, and hand them to the respective npc. The items will disappear and you will get a book. Try to give the items to the npc before you start vendoring the rest of the products, to prevent accidental sale of the two-star item.

5-Bring the book to any elder, and learn the level 4 production skill with 5000 SP and 20000 gold. You will see that other skills can be learnt, but without the book, you will not be able to train them. That is about all.

If you lose the book through any means, you can buy from the book seller in ADC for 500000.

Some tips:
-You can train up your skill to level 3 before reaching level 50, by gradually making items to wear. The next few tips are for those who hardly or never upgrade the production skills when you each level 50
-If you had never train your skills before, and want to train them, do the lowest possible for production level 1 and 2, which use the least resource.
-When reach level 3, do not train on the lowest. Rather, produce the required quest items as above. (I had wasted a lot precious resources making junk items to max my weapon and jewelry skills first before making the quest items, only to realize that I can just make the quest items instead, and possibly gives you a two-star, which raise the skill at the same time)
-If you had never collected the 4 mob-dropped items, namely Epurate Oil, Rough Leather, Silk Thread and Condense Glue, prepare to burn at least 500k to 1 million gold to upgrade, provided each resource cost 3-3.5k and available through player vendors. Most of the player vendors can be found at west ADC. If you do not have the 4 harvestable resources too, well, either go harvest or buy
